Arthur E. Blyn (1911-2005)
Bio
As Special Counsel to the firm, Arthur contributes the experience of distinguished judicial and professional careers to Loscalzo & Loscalzo, P.C.
Judge Blyn was first appointed interim Judge of the Civil Court of the City of New York by Mayor John Lindsay in 1972. He was subsequently elected to a full term in 1973 on the Democratic, Republican and Liberal Party lines.
Governor Hugh Carey appointed Judge Blyn interim Surrogate of New York County in 1977. He served Terms as Acting Supreme Court Justice of the Supreme Court, New York County, in 1974 and 1975, and was subsequently elected as Justice of the Supreme Court in 1977, on the Democratic, Republican and Liberal Party lines.
Judge Blyn has been President of the Board of Judges of the Civil Court of the City of New York and has chaired several of the Board's committees. He has also served as Special Pre-Trial Master in the Civil Court, New York County.
Judge Blyn's knowledge and authority on legal matters is widely recognized by his peers and he has served as Lecturer at the official seminars of the Civil Court, Supreme Court, New York Trial Lawyers Association and the Association of Small Claims Arbitrators.
He is admitted to practice in the District Court of Eastern and Southern New York, the U.S. Court of Claims and the U.S. Supreme Court. In addition, he serves as an Arbitrator with the American Arbitration Association. He is a graduate and former faculty member of the Brooklyn Law School.

A graduate of the University of Rochester and the New York Law School, he is a member of the New York State Trial Lawyers Association, the Bronx Bar and the New York County Lawyers. He is an expert on Municipal Law Use, having been appointed and elected a member of the Closter (New Jersey) Zoning Board of Adjustment, Closter Councilman and Closter Planning Board.
